local and household levels, the market distribution system needs to be adequate
to ensure that food is available in all market places. At the household level,
sufficient levels of food must be grown, or purchased in the market place, or
some combination of two. Thus, poverty plays a major role in food insecurity.
Generally, if there is too little food, it is the result of inadequate food
demand driven by poverty rather than of market failure. Conversion of
agricultural lands to subdivisions and industrial areas should also be reduced.
Access to weather based index insurance should be provided because this can
protect farmers from adverse financial effects of crop failure. Access to
credit in financial institutions is also needed.
