The Saint Lucia
Bureau of Standards (SLBS) is a statutory body established by the Standards Act
C 13.25 (Government of Saint Lucia, 2008). Under this Act SLBS is responsible for the
development and promotion of quality standards and codes of practices for
products and services to ensure the health and safety of consumers and the
The role of the
SLBS is also rapidly changing as a result of the increasing demand for
standardization needs. To address this demand there is a need for good
leadership to ensure that there is proper management of human, physical and
financial resources which is of paramount importance to ensure sustainability
and increased competitiveness of the SLBS.
Leadership is about coping with change.
This has become more important in recent years as the business world has
become more competitive and more volatile due to technological advancements,
greater competition and deregulation of markets (Kotter, 1999).
Research has shown that the leadership of an organisation
is of paramount importance and can be the determining factor in the progress or
retardation of an organisation. Leaders
do a dance in addressing the issues of achieving the organisational goals while
tending to the demands of their staff. Leadership
is defined by Roach et al. 1984 (cited in Hughes,
et al., 2009, p. 6) as the process
of influencing an organised group towards accomplishing its goals. Campbell 1991 (cited in Hughes, et al., 2009,) describes leadership as the action that focuses
resources to create desirable opportunities.
The main research question will focus on
leadership and its impact on organisational performance. The research will focus on the concept of
leadership and leadership styles, how organisational performance is measured and
the impact of leadership styles on organisational performance.
Purpose of the research
The research will investigate the correlation
between effective leadership and its impact on organisational performance. The research will make recommendations as to
the skills required by the leadership in order to achieve its goals and
objectives and thus maintain and increase its competitive edge.

Strategic Human Resource Management
A case study will be used as the
strategy for this research as it will allow the researcher to gain a rich
insight into the context of the research and the processes being enacted (Saunders, et al., 2009). Numerous studies
over the past twenty years have demonstrated that case study methods
successfully probes beneath the surface of the situation (Zach, 2006). Yin
2003 (cited in Saunders, et al.,
2009) goes further
to say that the case study method affords
a unique opportunity as it provides a rich understanding of real life
context and uses and triangulates multiple sources.
Secondary data will be gathered using the annual
reports, surveys, and newspaper articles.
The research will make use of both qualitative data which is made us of
mainly numbers and statistics; and quantitative data which is based on
opinions, behaviours and social context.
